Najib gave green light for demo BUT just in case the demo is not supported by the rakyat (in other word only a few people attend) then the Police will say that the demo was illegal and they have prevented people from attending the demo. Thus saving Najib and UMNO from embarrassment (malays not supporting his and UMNo's call for demo). Therefore there's no such thing as najib contradicting the GIP's stance on no demo. They are just covering the bases, that's all! They are not fooling anyone with this kind of imbecilic action but then again these people are not known to be geniuses, in fact they are asinine to be exact (I wonder if they get what I mean).
